1702: Allow reviews of files, not just of commits

Ideally, we'd all be reviewing every commit, but it's very common to have to review large bodies of code with a long commit history behind it. ReviewBoard lets me leave comments on specific lines of a commit, but there's no facility for simply attaching a comment to a line in a file. That would be an extremely valuable addition

This is now fixed in the master branch (and will ship in 2.0 beta 2). Text files can be added as attachments to the review request and reviewed just like diffs.
