Describe the enhancement and the motivation for it.
rbt post provides options for setting all (most?) fields in the review request such as Branch, Bugs, Testing Done, etc.  However, it does not provide an option for setting the Depends On field.  For all consistency, it seems that all fields should be settable through the command line tool. 

What operating system are you using? What browser?
Server: CentOS 6.4, Client: Windows 7, Firefox 23.0 or IE 10.0

Yes please. Also, can we make sure the "depends on" field is not removed when updating a review that has "depends on" (manually) set.  The Apache Mesos project uses the "depends on" field to validate reviews.
