2913: Review request close description does not show up correctly on the diff page

What version are you running?
RB 1.7.5

What's the URL of the page containing the problem?
<url of closed request>/diff

What steps will reproduce the problem?
1. Close a request with a message (I used 'rbt close' in case it matters)
2. Open the closed request
3. Select 'view diff'

What is the expected output? What do you see instead?
Closure message show be visible at top, as it is when viewing reviews.

What operating system are you using? What browser?
Firefox on Fedora.
